is the sorority a fraternity swaps with determined, is it always changing?

There is a different swap with a different fraternity/sorority every week and they are set up by the social chairs of each house.

So not every fraternity will swap with every sorority? Does every sorority/fraternity have a swap every week?

No, not every fraternity will swap with every sorority. There are more fraternities than sororities so sororities are really the ones that have the pick of who they want to swap with. In the fall, most sororities will have at least one swap every week on Thursday nights and sometimes they will even have one on Tuesday too, unless their sorority has a date party or something that week.
