No, Phi Delt and Fiji are not among the 6 most desired except for maybe weird legacies. DKE, SAE, KA, EN, OX and another wildcard new row house for 6. The large OOS population doesn't care that much about old row, and Fiji and Phi Delt aren't good enough to be 6 most desired on their own merit.
