Voting methods are secret for sororities to the point where they are actually considered ritual, and they vary by chapter. Quota (aka the preferred number that Panhellenic wants organizations to take) is based on the number of girls participating in recruitment and average numbers that make it to bid day. Because Phi Mu is colonizing this year and has to fill numbers for an entire chapter, quota was probably lower than in previous years. In my experience, about 85% of women that participate till bid day receive a bid.
