When a chapter doesn't meet quota during bid matching they can offer a snap bid. They can only offer bids to pnms who were not matched. So girls who got dropped or didn't get matched with someone they preffed. In the past not many houses give out snap bids.

Some PNM s drop out, many different reasons. A snap bid helps both houses that didn't meek quota and it helps PNMs undo what they realized was an error in dropping out.

Quota is not the be all and end all. Some houses recruit well but do not retain. Some houses really shine in COB. Any chapter can have an off year or an unusual factor that sways PNMs to or away from a certain chapter in a given year. And with the way recruitment works now, many houses do take quota in formal recruitment.
