Because these are the only two councils that participate in traditionally greek things such as Greek Week. They are also the 2 main ones that hold philanthropies and party together. The only other council you could make an argument for is the multicultural sororities and frats since they attend some things (they also participate in Greek Week), and party with each other. But if you're talking about business and honors then those aren't really considered "traditional" or "social" greek orgs.
