Im guessing cause MGC is such a small community and they dont have rules as strictly enforced as phc and ifc. They can get away with what they want because no one is watching over them or actually cares about the repuation, with PHC and IFC since they are nationally known and very prominent, a clean image is important and if the slightest incident happens everyone knows
