If a girl from a sorority becomes the "sweetheart" of a frat, does it mean the frat and the sorority are very tight? Or are these things just for show?

mostly just for show, but sometimes they are actually tight.

Well becoming sweetheart usually means you're close to the frat and that can happen either through your sorority being close to the frat, you having a significant other in the frat where you're meeting all his friends or just having lots of guy friends in that frat (usually a combo of these)
