Rush chairs do have a lot of influence because they're the rush chair. However, any decent fraternity's rush chair will have the guy come to the house a few times and meet as many brothers as possible in order to gauge how well of a fit he is in the house. Use your connections in the house to get invited to as many rush events as possible, while there make sure you talk to guys you don't already know and leave a good impression on them. You should have no problems getting a bid.
