Looks like confusion over requritment quota and chapter total. A chapter can take quota or even over quota (jts and srs don't count in quoto), and they still can be low allowable chapter total, especially if they had a lot of seniors graduate the previous academic year. Multiple took over quota in formal reqruitment, and then chose to take more pledges because they weren't at allowable total.
