This is an interesting view point. The only flaw I see with this logic though is not taking actual rank into account. You said that some chapters don't have more reviews because what's said in the ranks is all that needs to be said. This is probably why DG doesn't have more rankings because they are worse than pi phi in every category you named. They are also ranked dead last on this site, more than 5% lower than pi phi. I personally would switch pi phi and dg for that reason. This was interesting though and I definitely never thought of it this way before.
